Buenos Aires broadcasts on a frequency not everyone can hear. WHO walks a city caught between what it was and what it is ceasing to be, looking for an identity of his own between the tradition he inherited and the present he got handed. Tango, arrabal and analogue memory collide with hip hop, screens and noise. But something starts leaking into the broadcast. Interference appears, impossible messages, and a signal whose origin he still doesn’t understand.
The closer the frequency gets, the harder it is to tell where Buenos Aires ends.
